The plan
Under Senate Bill 1882, a district can hand a struggling campus to an outside partner — earning a two-year pause on state sanctions plus extra funding. AISD's board approved a partnership with TCIS (Texas Council for International Studies) to run Dobie, Webb & Burnet.13

TEA denied the application, saying TCIS "lacked the demonstrated capacity" to turn the campuses around. Only one partner had bid for the job.1516
